Moving to Qatar from Canada: documents, tax, CPP and driving
What Canadians should sort out before they leave: the current travel advice, authenticating documents, your tax residency, benefits, pensions, health cover, driving and voting.

At a glance
- Read the Government of Canada’s travel advice for Qatar, and sign up for Registration of Canadians Abroad.
- Authenticate your degree and family certificates before you fly. Global Affairs Canada or your province authenticates them, the Qatar Embassy in Ottawa legalises them, and the Ministry of Foreign Affairs in Qatar finishes them.
- Decide which ties to Canada you will keep. With a home, a partner or dependants still in Canada, the CRA may treat you as resident and tax your Qatar salary.
- Tell the CRA the date you leave. The Canada child benefit stops once you are non resident.
- Ask your employer whether you will keep paying into the Canada Pension Plan. Qatar has no social security agreement with Canada.
- Get an international driving permit from CAA. A Canadian licence alone covers only your first 7 days.
- Join the International Register of Electors so you can vote by mail.
Current travel advice
The Government of Canada’s advice for Qatar, last updated on 14 October 2026, is to exercise a high degree of caution because of the volatile security situation in the region. It has not told Canadians to avoid non essential travel to Qatar. It says missile and drone attacks have struck targets in the region, and military activity may cause flight cancellations.
Insurers watch these risk levels. If the advice rises to avoid non essential travel or avoid all travel, an insurer may refuse medical claims or cancellation costs for people who travel anyway.
- Sign up for Registration of Canadians Abroad to get updates for your location.
- Be ready to shelter in place if told to, and keep your family’s travel documents up to date.
- Do not film, photograph or share images of military sites, military activity or damage. The penalties are severe.
- Your passport must be valid for at least 6 months beyond the date you expect to leave Qatar.
- The Embassy of Canada in Doha is on the 30th floor of Tornado Tower. Call +974 4419 9000 or email doha-consular@international.gc.ca. In an emergency at any time, call the Emergency Watch and Response Centre in Ottawa on +1 613 996 8885, or email SOS@international.gc.ca.

Authenticate your documents before you fly
Canada joined the Apostille Convention in January 2024, but Qatar is not a member. So an apostille is not enough. Your document is authenticated in Canada, then legalised by the Qatar Embassy in Ottawa, and finished by the Ministry of Foreign Affairs in Qatar.
- Global Affairs Canada authenticates documents for free. You start the request online, then send the paper documents by mail or courier, or drop them off in Ottawa. It can forward them straight to a foreign embassy in Ottawa.
- Some provinces handle documents issued or notarized there: Alberta, British Columbia, Ontario, Quebec and Saskatchewan. They set their own fees and timings. The Global Affairs Canada request tells you where to send each document.
- Some documents must be notarized by a Canadian notary first. Photocopies, laminated documents and documents from unrecognised schools cannot be authenticated.
- In Qatar, the Ministry of Foreign Affairs charges QAR 100 for an academic certificate and QAR 100 for a marriage contract.
- Already in Qatar? The Ministry of Foreign Affairs can send documents abroad to finish attestation for you. Fees are QAR 150, plus QAR 120 for the Qatari mission, plus the other country’s own charges.
- Ask your employer exactly which documents they need before you start.

Your tax residency
Canada taxes you according to where you are resident. You usually become a non resident when you leave to live elsewhere and cut your residential ties. After that, you generally pay Canadian tax only on income from Canada.
The ties that matter most are a home in Canada, a husband, wife or common law partner in Canada, and dependants in Canada. Secondary ties include a car or furniture, Canadian bank accounts, a Canadian driver’s licence and provincial health cover. If you keep ties while you work abroad, the CRA may treat you as a factual resident and tax your worldwide income, including your Qatar salary.
Canada has no tax treaty with Qatar. The two governments began negotiating one in January 2026. Where a treaty exists, it can make someone with Canadian ties a non resident for tax. That route is not open for Qatar yet.
- You can ask the CRA for its view of your status with form NR73.
- In the year you leave, file a return if you owe tax or want a refund. Report your world income up to your departure date, enter that date on page 1, and use the tax package for the province you lived in when you left.
- When you leave, you are treated as having sold certain property at its market value, which can create a capital gain. If everything you owned was worth more than $25,000 when you left, you must also complete form T1161.
- You can keep your TFSA, but the CRA says you cannot contribute to it while you are non resident.
- If you rent out your home in Canada, your agent or tenant must withhold 25% of the gross rent for the CRA. With form NR6, approved by the CRA, the 25% applies to the net rent instead, and you then file a section 216 return.

Benefits
- Tell the CRA the date you leave Canada.
- You generally cannot receive the Canada child benefit or the Canada Groceries and Essentials Benefit as a non resident. If payments keep arriving after you leave, contact the CRA straight away.

CPP and Old Age Security
Canada has social security agreements with more than 50 countries. Qatar is not one of them.
Work abroad counts for the Canada Pension Plan only in limited cases, for example when your employer operates in Canada. With a Qatari employer you generally stop contributing, so those years add nothing to your CPP.
Old Age Security depends on how long you lived in Canada after age 18. A full pension needs 40 years. If you live outside Canada when you claim, you need at least 20 years of Canadian residence after 18. Time abroad counts only in countries with an agreement, so years in Qatar do not.
Generally only Qatari citizens can claim a state pension in Qatar. Your employer may owe you an end of service gratuity instead.
- Ask your employer in writing whether you will pay into the CPP, and whether it offers a pension or savings plan.

Health cover
Provincial and territorial health plans rarely cover medical costs outside Canada, and when they do it is usually only a small part. Each plan has its own rules for people who move abroad, so ask yours before you leave.
In Qatar your cover comes from your employer’s insurance and from public healthcare, which you register for once you have your Qatar ID. Our healthcare guide explains how.
- Carry prescribed medicines with a prescription and a medical report from the last 6 months. Controlled medicines need a Ministry of Public Health permit.

Family residence
Your employer sponsors you. You can then sponsor your family once your own residence permit is issued.
- Under Qatar’s 2023 rules, private sector staff need a technical or specialised job and a salary of at least QAR 10,000 a month, or QAR 6,000 when family housing is in the contract.
- Government and semi government staff need family housing from their employer, or a salary of at least QAR 10,000.
- Common law partnership is illegal in Qatar, and unmarried couples may not share a home. To sponsor a partner, you must be legally married.
- You can sponsor a husband or wife, unmarried daughters of any age and sons aged 24 or younger.
- Children aged 6 to 18 must be enrolled in a licensed school in Qatar, or show they are enrolled elsewhere, before their residence permits are issued or renewed.
- You need your legalised marriage certificate and your children’s legalised birth certificates.

Driving
- The Government of Canada says you can drive in Qatar on your Canadian licence for up to 7 days. After that, you must carry an international driving permit.
- New residents may use an international driving permit for up to six months, and convert to a Qatari licence within that time.
- Only CAA issues international driving permits in Canada. It costs about $32, lasts one year, and you can apply by mail from abroad.
- We have not confirmed whether a Canadian licence can be exchanged without a test. At the Traffic Department in Madinat Khalifa we found that a UK licence qualifies only if the holder is also a British citizen. A similar rule may apply to Canadian licences, so ask before you rely on an exchange.
- Qatar has zero tolerance for drink driving. After an accident, move your car if it is safe, call 999 and wait for the police. Leaving the scene is a criminal offence.

Contracts, debts and exit bans
- In a contract or employment dispute, Qatari authorities go by the Arabic text of the contract. Have the Arabic version translated before you sign.
- An employer can name up to 5% of its staff as essential employees. They need the employer’s permission to leave Qatar, even for an emergency. Ask whether your role is one of them.
- The authorities may stop you leaving Qatar if you have loans or debts with a Qatari institution. A pending legal case can also lead to a travel ban, and cases can take years.
- Issuing a bounced cheque is an offence in Qatar.

Voting from abroad
- Canadian citizens aged 18 or over who have lived in Canada at some point can join the International Register of Electors and vote by mail.
- Once you are on the register, Elections Canada mails you a special ballot kit for each federal election, byelection and referendum. You do not need to reapply each time.
- Your ballot must reach Elections Canada in Ottawa before 6 pm Eastern time on election day. Late ballots are not counted, so allow time for the post.

What we could not confirm
We only state what we could check against a named source. These we could not confirm yet, so ask your employer or check the official service pages:
- Whether a Canadian licence can be exchanged for a Qatari one without a test, and whether you must also be a Canadian citizen. Ask the Ministry of Interior traffic department.
- The Qatar Embassy in Ottawa’s current legalisation fees and timings. Ask the embassy or your employer.
- How long your provincial health plan keeps you covered once you move abroad. Ask your plan.
- When Canada and Qatar will sign a tax treaty, and what it will say.
