Current travel advice

Smartraveller’s advice for Qatar, updated on 8 October 2026, is to exercise a high degree of caution, level 2 of its 4 levels. That update lowered it from reconsider your need to travel, because of the unpredictable security situation.

Smartraveller says the security situation in the region remains unpredictable and could deteriorate with little or no warning.

  • Qatar does not recognise dual nationality. Always travel on your Australian passport. Consular help may be limited if a dual national is detained.
  • The Australian Embassy in Doha is in Tornado Tower. Call +974 4007 8500 or email consular.doha@dfat.gov.au.
  • In an emergency, call the 24 hour Consular Emergency Centre on +61 2 6261 3305. For emergency services in Qatar, dial 999.

Legalise your documents before you fly

DFAT legalises Australian public documents with either an apostille or an authentication. The country receiving the document decides which it accepts. Qatar is not in the Apostille Convention, so ask your employer, or the Qatar Embassy in Australia, which certificate it needs and whether the embassy must then legalise it too. In Qatar, the Ministry of Foreign Affairs finishes the process.

  • In Australia, DFAT provides this service through the Australian Passport Office in each capital city. For questions, email legalisations.australia@dfat.gov.au.
  • In Qatar, the Ministry of Foreign Affairs charges QAR 100 for an academic certificate and QAR 100 for a marriage contract.
  • Already in Qatar? The Ministry of Foreign Affairs can send documents abroad to finish attestation for you. Fees are QAR 150, plus QAR 120 for the Qatari mission, plus the other country’s own charges.
  • Ask your employer exactly which documents they need before you start.

Your tax residency

The ATO uses four tests. The main one is whether you reside in Australia. Under the domicile test, you are still resident if your permanent home by law is in Australia, unless your permanent place of abode is outside Australia.

If you stay an Australian resident while you work in Qatar, you must declare all your foreign employment income in your Australian return. Qatar has no income tax on salaries, so there is no foreign tax to set against it. Australia has no tax treaty with Qatar.

Once you become a foreign resident, you no longer include foreign income in your return. Australian interest, dividends and royalties are taxed by withholding as a final tax, and you do not pay the Medicare levy.

  • In the year you leave, your tax free threshold is reduced to $13,464 plus $4,736 divided by 12 for each month you were resident, counting the month you left.
  • When you stop being a resident, some assets, generally those that are not taxable Australian property, are treated as sold for capital gains tax. You can choose not to have this apply. If you do, any gain when you later sell is worked out over the whole time you owned the asset, including your years abroad.
  • Foreign residents generally cannot claim the main residence exemption when they sell an Australian home. There are limited exceptions, such as certain life events within 6 years of becoming a foreign resident.
  • You can lodge your Australian return from overseas through myGov.

HELP and other study loans

  • If you will live overseas for 183 days or more in any 12 months, update your contact details and lodge an overseas travel notification within 7 days of leaving.
  • Each year you live overseas, report your worldwide income by 31 October. For the 2025 to 2026 year, if it is $16,750 or less, lodge a non lodgment advice instead.
  • Above that threshold, you pay either a compulsory repayment or an overseas levy, depending on how your income is made up.

Centrelink and Family Tax Benefit

  • If you or your children move overseas to live, Family Tax Benefit stops when you depart.
  • On short trips, it normally continues for up to 6 weeks.

Age Pension and your pension

Australia has social security agreements with 32 countries. Qatar is not one of them. You cannot claim the Age Pension while you live in a country without an agreement, though you may become eligible after you move back to Australia or to an agreement country.

Generally only Qatari citizens can claim a state pension in Qatar. Your employer may owe you an end of service gratuity instead.

  • Ask your employer in writing what pension or savings plan it offers, if any.

Health cover and medicines

Medicare does not cover you while you are overseas. If you return after more than 12 months away, you may need to enrol again. In Qatar your cover comes from your employer’s insurance and from public healthcare, which you register for once you have your Qatar ID. Our healthcare guide explains how.

  • Medicines available over the counter or on prescription in Australia may be illegal in Qatar. Check before you pack them.
  • Carry a prescription and a medical report from the last 6 months. Controlled medicines need a Ministry of Public Health permit.

Family residence

Your employer sponsors you. You can then sponsor your family once your own residence permit is issued.

  • Under Qatar’s 2023 rules, private sector staff need a technical or specialised job and a salary of at least QAR 10,000 a month, or QAR 6,000 when family housing is in the contract.
  • Government and semi government staff need family housing from their employer, or a salary of at least QAR 10,000.
  • You can sponsor a husband or wife, unmarried daughters of any age and sons aged 24 or younger.
  • Sex outside marriage is illegal in Qatar. To sponsor a partner you must be legally married, and you need your legalised marriage certificate.
  • Children aged 6 to 18 must be enrolled in a licensed school in Qatar, or show they are enrolled elsewhere, before their residence permits are issued or renewed.

Driving

  • Smartraveller says visitors can drive on their home licence for up to 15 days from arrival. After that you need a temporary Qatari licence.
  • Get your international driving permit before you leave Australia.
  • Anyone with a residence permit needs a Qatari driving licence.
  • We have not confirmed whether an Australian licence can be exchanged without a test. At the Traffic Department in Madinat Khalifa we found that a UK licence qualifies only if the holder is also a British citizen. A similar rule may apply to Australian licences, so ask before you rely on an exchange.
  • Qatar has zero tolerance for drink driving.

Debts, contracts and travel bans

  • If you owe money, you may be jailed until you settle your debts.
  • Travel bans are strictly enforced and can take months or years to resolve. Residents cannot leave Qatar while one applies.
  • A commercial or civil dispute can lead to your passport being held, or to you being stopped from leaving, until it is resolved.
  • In a contract or employment dispute, Qatari authorities go by the Arabic text of the contract. Have the Arabic version translated before you sign.

Voting from abroad

  • If you are enrolled, you can register as an overseas elector if you left Australia within the last 3 years, or will leave within 3 months, and intend to return within 6 years.
  • Registration lasts 6 years from the date you leave. You can extend it one year at a time, by applying in the 3 months before it expires.
  • Voting is not compulsory while you are overseas, but if you do not vote or apply for a postal vote, your enrolment may be cancelled.
  • You can register as a general postal voter, or vote in person at selected Australian missions overseas.

What we could not confirm

We only state what we could check against a named source. These we could not confirm yet, so ask your employer or check the official service pages:

  • Whether Qatar wants an apostille or an authentication on Australian documents, and the Qatar Embassy’s fees. Ask your employer or the embassy.
  • Whether an Australian licence can be exchanged for a Qatari one without a test, and whether you must also be an Australian citizen. Ask the Ministry of Interior traffic department.
