Is my Qatar job offer fair?
A fair offer passes three tests. The allowances cover what things cost in Doha. The pay sits within published figures for the job. The terms meet the Labour Law. Check each one below. Every figure shows its source, and its date where the source gives one.
- Allowances Do housing and schooling cover real Doha prices?
- Pay How does it compare with published figures for the job?
- Terms Does the contract meet the Labour Law?
1. Do the allowances cover real costs?
Enter your housing allowance, education allowance and basic salary, and the page compares each one with typical Doha rents and school fees, the same sourced figures the package check uses. The check needs JavaScript.
2. Does the pay match the job?
Few published salary guides give figures for Qatar. Robert Walters’ 2026 Middle East guide has tables for the UAE and Saudi Arabia only, and says Qatar ranges are close to the UAE’s. The figures below come from Qatar’s own wage survey, Qatar Living, Teach Away, Allocation Assist and one recruiter’s advert. Treat them as rough ranges. Robert Walters: Middle East Salary Survey 2026
Pay in Qatar varies widely with the employer and how you are hired. In Qatar’s own survey for 2024, government departments paid an average of QAR 31,774 a month and the private sector QAR 7,786. EP Advisory: average salary in Qatar 2026, reporting the National Planning Council’s Labour Force Survey, updated 7 Oct 2026
Compare like with like. Some figures include housing and some leave it out, and few say how much is basic salary. Ask the employer to split your offer into basic salary and each allowance. Qatar Living: salary expectations by job role in Qatar, 24 Jul 2026; Allocation Assist: doctor salary in Qatar, updated 3 Oct 2026
Qatar’s own wage survey
Average monthly wages from the National Planning Council’s Labour Force Survey. EP Advisory says the overall figure covers every nationality, Qatari citizens included. It does not say so for the 2024 breakdowns, or whether any figure is basic or total pay. We could not open the Council’s own tables, so these come from EP Advisory’s report of them.

We found no reliable published Qatar figures for HR, legal, sales and marketing, or senior executive roles. A recruiter who places people in Qatar is the best source for these.
3. Do the terms meet the law?
Most private sector jobs fall under Labour Law No. 14 of 2004. These are the minimums. A good offer often gives more. Government bodies, QatarEnergy companies and Qatar Financial Centre firms follow their own rules, so ask HR which apply.

What usually comes with a package
| Part of the package | What is usual | What to check |
|---|---|---|
| Basic salary | There is no standard split between basic and allowances. Qatar Living says many candidates aim for a basic of about half the total or more. Qatar Living: salary negotiation in Qatar, what to ask and red flags, 25 Jul 2026 | Your gratuity is worked out on basic salary alone, so a low basic means a smaller payout. Get the basic in writing. |
| Housing | Either a monthly allowance or a home the employer provides. In a 2018 survey of employees in Qatar, 31% had a housing allowance and 23% had company accommodation. There is no standard allowance level. The Peninsula: Qatar results of the Bayt.com and YouGov Middle East and North Africa salary survey, 19 Jun 2018; Qatar Living: expat housing allowance in Qatar, updated 14 Sep 2026; Qatar Living: renting your first apartment in Qatar, updated 20 Sep 2026 | Whether the allowance covers rent where you want to live, whether the home is furnished, and who pays the deposit. One month’s rent is common, and the law allows up to two. Many standard leases do not include electricity and water. |
| Health insurance | Required by law. Law No. 22 of 2021 makes employers insure their non Qatari staff, and its 2022 regulations extend this to a husband or wife and up to three children under 18, with the employer paying. Qatar is bringing the system in by stages, so what you get depends on your employer. Gulf Times (QNA): Law No. 22 of 2021 makes health insurance mandatory, 20 Oct 2021; Clyde & Co: Executive Regulations to the mandatory health insurance scheme, Sep 2022; Qatar Living: expat health insurance in Qatar, updated 30 Aug 2026; APRIL (an insurer): Qatar employer health insurance obligations, 17 Aug 2026 | Who is on the policy and who pays for each family member. Qatar Living says some employers ask staff to share the family cost. APRIL, an insurer, says the law forbids it. Get the terms in writing. |
| Education allowance | Common at senior levels. In Aon’s 2018 GCC survey, 83.5% of organisations offered education help to executives and managers. Of the 1,028 Gulf employers in the Hays 2025 survey, 39% offered a child education allowance on top of fixed monthly pay. Published Qatar policies cover two or three children. theHRDIRECTOR (undated): Aon GCC Allowances and Benefits Survey, fieldwork February to April 2018; Hays GCC Salary Guide 2025, survey of 1,028 employers across the GCC; Qatar University: pre arrival guide for new faculty; Qatar Academy Sidra: working at QA Sidra, 5 Aug 2026; American School of Doha: benefits at a glance; International School Advisor: international school fees in Doha, 24 Aug 2026 | The cap per child, how many children it covers, and whether it pays registration, the capital charge and the bus. An allowance that covers tuition may not cover the capital charge. |
| Flights home | An economy return ticket home each year is the most common benefit. 63% of GCC employers in the Hays 2025 survey gave an air ticket or travel allowance. Some cover the family too. Hays GCC Salary Guide 2025, survey of 1,028 employers across the GCC; Qatar Living: salary negotiation in Qatar, what to ask and red flags, 25 Jul 2026; The Peninsula: employer must return worker home within two weeks of contract expiry, 19 Mar 2015; Clyde & Co: staff demobilisation in Qatar, 18 Jan 2023 | Who is covered and how often, plus the tickets when you join and leave. The Labour Law makes the employer pay your way home within two weeks of the contract ending. |
| Relocation | Common at professional level. In Aon’s 2018 GCC survey, 65% of organisations gave executives, managers and professionals a relocation allowance. Many employers provide or subsidise housing for the first month. theHRDIRECTOR (undated): Aon GCC Allowances and Benefits Survey, fieldwork February to April 2018; Qatar Living: your first 30 days in Qatar, updated 30 Aug 2026 | Any settling in or furniture allowance, the shipping limit, and where you stay while you look for a home. |
| Transport | In the Hays 2025 survey of Gulf employers, 26% gave a transport allowance and 22% a company car or car allowance. The survey did not count allowances built into fixed monthly pay. Hays GCC Salary Guide 2025, survey of 1,028 employers across the GCC | Whether you will need a car for the commute and the school run, and whether fuel and insurance are covered. |
| Visa and residence permit | Paid by the employer. Qatar Living says you should not pay for your own residence permit. Qatar Living: salary negotiation in Qatar, what to ask and red flags, 25 Jul 2026 | That the offer letter says the employer pays for the visa, medical test and Qatar ID. |
| Government and public employers | Pay follows grades under Law No. 15 of 2016 on human resources. A salary above the grade rate is possible for extra experience. A government employer can provide housing, and the housing allowance stops once it does. Gulf Times: new HR law sets salary structure and allowances for government employees, 30 Nov 2016; Qatar University: housing eligibility and allocation; Qatar Living: can expat children attend public schools in Qatar? updated 9 Sep 2026 | Your grade and how it was set. How we keep this page current
We read every source on 23 October 2026 and show each one’s own date. Salary guides come out once a year, and rents and fees move every month, so open the source before you decide. This page gives published figures and the legal minimums. It is not advice on whether to accept an offer.
